First theory I've posted and not my first language so bear with me.

 

I am currently on my first re-read of Oathbringer and noticed something I find odd. Chapter 72, Rockfall. The viewpoint is Shallan. I don't have a digital version so i'm just gonna describe it.

She feels that Kholinar has a heartbeat, It is deep in the stone and it's old and slow. It has yet to realise something dark had moved in. A spren as ancient as it was.

 

When I thought of it and how they earlier described someplace in Kholinar as akin to Urithuru with the strata in the stone. Perhaps the Bondsmith who was bonded to the Sibling removed the Sibling and somehow bound it to Kholinars location. Kholinar is on a plain and it's an odd place for a clifformation such as the windblades.  Perhaps it grew there as it might have grown Urithuru. There is ofcourse a size difference but perhaps, and this is if the Sibling can actually grow rock and such, the Bondsmith somehow does it. The bondsmith who "grew" Urithuru might have been mighter or he had help from Cultivation or such.

 

So too sumarize I think that Kholinar might be the location of the Sibling.

It seems much more likely that the heartbeat she is feeling is coming from the Unmade Ashertmarn - The Heart of the Revel. Ashertmarn is in Kholinar at the same time and is literally described as looking like a beating heart...

I would guess that the Sibling is the Spren of Urithiru and it is dormant there.

My thought on this was that Shallan was sensing the "soul" of the city, not really a spren per say, but a "soul" like how all objects have a soul in the Cosmere (e.g. when Shallan Soulcast's the boat). We know Kholinar is old, so it would make sense that the soul is ancient. And the reason there is one soul of the city is because men think of it as a whole. It is Kholinar, therefore there is a Cognitive reflection as a single Kholinar. And yet the Unmade that moved in are even more ancient. I think that the Sibling predates the Unmade, simply because we know that the Stormfather predates Honor and that the Unmade are of Odium.

I interpreted @Govir's view as well, she was feeling the cognitive aspect of the city, which reflect what people thought of it as. 

However, I've also seen a theory that perhaps Urithiru and the ten cities were shaped are are part of the Sibling who represent the planet of Roshar/rock spirit, something along those lines. In which case, she could be sensing the sibling through the city.
