The old fool sows chaos, but does not reach for power offered by oppurtunity. He hides in his insignificant city, listening to its songs, thinking he plays in world events. He has no idea. His is not the position of the hunter. This creature in Tukar however, is different. I'm not convinced he is human. If he is, he's certainly not of the local species" This is from the chapter of words of radiance that Shallan has met with the Ghostbloods as Viel and is hiding in the illusion of a rock she produced. In the Dalinar chapter from last week he receives some spanreed communications from the Tukari God King who reacts strongly against their claims of having new Radiants among them. So think from this we can probably presume he is a worldhopper? The only confirmation that we've had the Heralds are from the same place.
