Tanavast bought Hoid a drink once, and is also dead. Taravangian, the king of Kharbranth, is not Hoid either. They are on two different places for the entire WoK, so it wouldn't work. Why do you ask? With Tanavast being a honourable guy, I assume Hoid made him a favor and Tanavast in return bought him drinks. Headcanon: Tanavast bought Hoid drinks so that Hoid would feel obliged to return the favor.
