What about the creature that darkness used on lift to steal her stormlight, After the stormlight was stolen Darkness and some of his minions started to glow with stormlight.

could these creatures grant stormlight? And could Vasher have one?

Pretty sure that's one of those weird bird things that used to live on Amia before it was cleared. Rysn got one. Let me look up... Ah! They're called larkins.

I think we just had a WoB from DragonCon that Larkin feed on Investiture. So more take then give.

Q:Is a Larkin capable of pushing Stormlight into someone as well as pulling out ?
A: An excellent question, they actually eat on Investiture, as some other people and things that you see.
Q: so this is a NO
A: This is more a NO than a Yes

It's seems suggest that a Larkin eat Investiture and it can't release it (usually)

Yes I would guess that feeding on investiture doesn't entail releasing it later. Generally eating doesn't imply that you are just holding the stormlight and can regurgitate it up into someone, but rather that you have actually used the stormlight up (well, as much as any form of energy can be used up... it dissipates and returns to the (splintered) shard of honor presumably). In fact, it actually seems like Larkins use stormlight as if... Almost like an opposite of Lift. They take investiture and metabolize as if it were food to sustain themselves. Whereas Lift can convert nutrition to stormlight.

As for why Sanderson says this is "more a no than a yes" instead of just saying its a "no"... Well I imagine there might be some way to take the stormlight out of a larkin before it has "digested" it. However, this is definitely not a means of bestowing stormlight on a non-surgebinder I think. I imagine that while it might be possible... Taking stormlight from a Larkin and putting it into someone else would be equally difficult as taking stormlight from a surgebinder and putting it into someone else. It *might* be possible for one surgebinder to try this on another surgebinder (and if it is possible I suspect it would be difficult to do), but the chances that this would work for a normal person are slim to none.

you would probably have to spike the larkin a disturbing number of times...

I suspect what would happen is similar to what happened when Kaladin tries to recall Stormlight from a Lashing: There's some Stormlight that is gone towards initiating the Surge, and the rest is gradually diminished. Trying to draw Stormlight from a larkin post-consumption is going to be like that: with an initial decrease, and drained over a certain amount of time.

Also, draining Stormlight from a larkin while it's being "processed" means that it's basically larkin barf. Kinda gross, but I'm not sure if Nalan is against that.

Yes, it is exactly larkin barf I think. But I don't think you could just recall it from the larkin like you would from a lashed object. The stormlight technically isn't yours. I mean, could Kaladin just steal all of Szeth's stormlight when he was fighting him? Not really. I wonder if he could take the stormlight out of an object Szeth lashed though, instead of just lashing in the opposite direction... Interesting considerations. The radiants did occasionally fight between orders so we might see this mechanic developed a little bit.

I'm going to say Kaladin probably wouldn't be able to because that stormlight is Connected to Szeth (has his signature). If he knew enough to hack the system and get rid of that marker, suuuuuuuuuuuuuuure, but that's rather advanced knowledge cosmere wide (you might even need to be a Feruchemist for that hack to work...easily, anyways).

I think its probably a function of being Returned - Vasher has a bond with the Divine Breath that animates him, and thereby (in my opinion) can utilize stormlight on Roshar.
