JosephOfHathsin he/him
Who is it that intros every chapter in Part Two of WoK? And how are they so familiar with Ati and Raynse (seeing how they compare the two at the beginning of ch. 18). Honestly I think the intros are super cool and all, but what purpose do they really serve?

And how are they so familiar with Ati and Raynse (seeing how they compare the two at the beginning of ch. 18). Honestly I think the intros are super cool and all, but what purpose do they really serve? I think the purpose is to show new Sanderson readers (and remind old Sanderson readers) that each cosmere book is part of a bigger story, and that the decisions of certain people can affect lives on multiple planets.
Moogle
The letter explains a number of plot points. The writer has a mysterious "element" now which we should be curious about. An explanation of how taking up a Shard twists your personality. A revelation that Rayse visited a certain planet and killed two prominent individuals, explaining some of the events in another book. A note that the writer is being being chased, offering clues about a mysterious interlude in WoK that might otherwise be confusing. There's a response to this letter in WoR, too. I think the letters serve mainly as an indirect info dump.
FortyShorty26
Cosmere spoilers: The letters are certainly written to Wit (Hoid). From who is a mystery for now, though it is very likely that the person, is from the center world, whatever world predates the shattering of Adonalsium (God). They express familiarity with Ati, who took up Ruin (Mistborn) and hint that the bearer of Odium has splintered Aon, holder of Dominion (Elantris). Though they dont give a proper timeline to the other worlds. Edited January 5, 2016 by Moogle Please mark spoilers from other books.
