It apparently takes 3+ Surgebinders to foil the Diagram. Azir only has one.

That is completely irrelevant to the discussion of bureocracy. While Lift's presence saved Azir, its well stabilished legal system kept it together long enough for her to arrive.

Actually, bureaucracy - despite it's unnerving nature - is part of what helds nations together. Any governement, be it as strong as it can be, will not last long without a working state below it, that pays the army, distributes goods and collects taxes.

 

Edit 1: On the downside: It is slow. And it can freeze developement of something ore someone like Kaladin.

 

Edit 2: Actually, a portal that crosses almost half a continent is the first place, where I'll plant my bureaucrats. Just in case the Kingkillers want to follow the king.

After that cremation another civil war almost started, because nobody could remember how the formular WOSR-5 looked like (the only shablone was cremated, too). It was settled by the invention of the forms WOSR-5a, WOSR-5b and WOSR-36

Let's put it this way: Kaladin is told he needs to fill out paperwork before he can kill the Voidbringers. What happens to the paperwork? Also, assuming they get the Oathgates to work, will there be Oathgate registration?

 

Yeah.

 

It's pretty clearly established that Oathgates use a very large amount of Stormlight.

 

Azir's Department of Stormlight Distribution (ADSD) must be able to monitor the oathgate's usage in order to ensure that they can keep the nation's lights lit while the oathgates are in use.
