That is completely irrelevant to the discussion of bureocracy. While Lift's presence saved Azir, its well stabilished legal system kept it together long enough for her to arrive. Any governement, be it as strong as it can be, will not last long without a working state below it, that pays the army, distributes goods and collects taxes. Edit 1: On the downside: It is slow. And it can freeze developement of something ore someone like Kaladin. Edit 2: Actually, a portal that crosses almost half a continent is the first place, where I'll plant my bureaucrats. It's pretty clearly established that Oathgates use a very large amount of Stormlight. Azir's Department of Stormlight Distribution (ADSD) must be able to monitor the oathgate's usage in order to ensure that they can keep the nation's lights lit while the oathgates are in use.
