Sell, because Gallifrey is obviously home to a bunch of Shards, notably the Shards of Temporal and Spacial Shenenigans, and the Shard that just wants to run away and hide. EDIT: Ninja'd myself! Crem sort of explains it, but it seems cheap if it would be the only limiting factor in play. Bavadin is an evil Shard made neutral-ish by its Intent.
