I'm sure Vondra has though, and the last sentence the real captain sent off--coupled by the fact that the flesh-manipulating Panda has already attacked today--should probably at least arouse suspicion.

Well, according to Google Maps, I think Taylor and Brandon would be coming in from the east? I know that the world has changed since epics took over, and I'm note entirely sure they'd be coming straight from Vancouver, but it seems like the eastern entrance comes from more places.

Here you go: Blitz: Lightning Epic, can shoot bolts of Electricity from his hands or summon a bolt of lightning from the sky. Canis: Speed Epic, capable of high speed movement and combat. Can trace people through their blood if he has ever touched it, up to a distance of approximately 100km. Speed <150 mph. Terraform: Geokinesis, can manipulate fine dirt, has trouble with anything too solid. (Faultlines first power) And now Impact and soon, Mirrorveil. 1

If his power is a strict transference of damage, and if the cause of the attack has no relevance, than that theoretically would imply that his power could harm or even kill Epics like Steelheart or Nightwielder by bypassing their prime invincibilities. That's not necessarily a bad thing, but it is something to bear in mind. Personally I'd lean towards that implication, but I'll freely admit that I'm biased towards making my one High Epic in The Dalles overpowered. So I'll leave the decision to you guys.

Not sure on Steelheart since his PI actively resists any form of damage, certainly affecting intangibles would be possible though and anyone with just a lesser form of resistance to physical damage but not full immunity like Steelheart. 1

It's still pretty easy to kill him via suffocation, blunt force trauma, or poison. Heck, the City Guards contingency plan for taking him out merely involves a bunch of rubber bullets. If he went to Astoria he'd die within a page. Notably not healing or resurrection though. Right. I guess the rule goes "Skin-penetrating damage is always reflected and is unblockable except in the case of higher-scale physical invulnerability." So you're good if your power is being altogether unassailable like Steelheart, or if your power allows you to instantly negate the wounds you receive like Nighthound or the Panda. 1

Seems like a good description to me. just had a rather morbid thought of the Dalles guard embeding pieces of his skin into their armour so that everyone got his reflection abilities. Though they wouldn't have the healing (He has healing right?) so they'd still die. 1
