Perpendicularities have a lot of power in them, at least compared to what the standard person would hold. We've also seen that they can boost nearby Invested phenomena, such as the Well of Control augmenting the clash between storms, Honor's Perpendicularity infusing Radiants, and the Well of Ascension keeping Kelsier "alive" (though that could have been Preservation helping more directly).

Basically, my thinking is that using an Invested Art aligned with a Shardpool's Shard near said pool with likely cause some form of resonance (not Resonance, just an alignment) between the two, like with how the Mists swirl around Allomancers burning their metal. 

I suspect that with most Perpendicularities you would get a small boost of power if you did this- you're not actively feeding on it like with Autonomy's temporary Perpendicularity on Scadrial, the power could be piggy backing off of what you do, almost like Harmonium grenades.

 

This likely would also depend on how dedicated the power is to something else currently (like the Well of Ascension had a grander purpose, so diverting it to something else might be harder) or if the power is looking for more suitable Vessel (like Ishar taking up the Well of Control, or at least a portion of it with Rayse's disharmony with the power at the time).

 

I think it's also interesting to consider that a high density of Metalborn near Autonomy's temporary Perpendicularity was helpful (as I recall, at least). It could be that many Invested people near a pool can help bolster its formation.

Are aviar stronger while on or near Patji? I don't think so, but I could be wrong.

The well and the Everstorm are both manifestations of Odium's power. That was more like two huge magnets snapping together than one magnet passively making another separate one stronger.

Does it? Sorry, could you expand on this one? With the way Honor's Perpendicularity moves around, how can we say this for sure? Oathgates, Elsecallers and swearing new Radiant oaths all (iirc) open mini perpendicularities that specifically aren't Honor's actual one (Bondsmiths might, though).

This one I actually agree with, whether it was just the pool or whether Preservation made him into a sort of Returned-lite, but that's again different to Invested Arts.

Maybe, as with so many things in the Cosmere, Intent comes into it. Maybe nearby kinetic Investiture would cause eddies like the mists' reaction to Allomancy, but I would wager that actually using a well to power an Invested Art requires intentionally trying to use the liquid in the pool for that purpose. If you knew it was there, and you had a Connection to the power in it, then maybe you could just shlurp it all up with a straw and go nuclear with Investiture.

I'm not trying to poopoo you, I just think the examples you gave don't give us enough evidence to say they passively empower nearby Invested Arts.

The perpendicularity is vastly more powerful than the Everstorm. The comparison to magnets doesn't really track here, as the functions of the two are radically different.

Swearing ideals Connects to the Spiritual realm, but isn't a perpendicularity. Ishar and Dalinar summoned Honor's perpendicularity itself

I agree that the pools could be used to enhance Invested Arts, I just don't think that, for example, Allomancy performed near the Well of Ascension by someone who doesn't know about the Well of Ascension will be inherently stronger.

Yeah fair, that was a bad analogy. It's still a very different situation to a mortal using an Invested Art near a perpendicularity.

I suspect a lot of the oddities you're noticing is a byproduct of a Perpendicularity being a location where the three Realms are closer together than normal. Sak's future sight being clearer when the SR is more accessible makes sense. Jasnah's Soulcasting was much, much easier in OB when Dalinar swears his Third Ideal and opens a Perpendicularity for the first time and the Realms were closer. Mini perpendicularities forming when swearing an Ideal is why Huio got a Stormlight recharge in Dawnshard.

I would start looking at the changes that occur as the Realms are drawn closer together and see if the phenomenon you are seeing is due to their proximity and filter that out from the other factors - especially for Cognitive or Spiritual based abilities.
