You are proposing that

  1.  they refight a war they already lost
  2. against a coalition that is stronger
  3. without a ready source of Investiture
  4. while breaking a peace treaty with a Shard
  5. without a Shard on their side
  6. while a victory may or may not destroy the world

I am sorry, but that is not a viable policy.

I think you missed the entire point of the Sunmaker's Gambit. I'd maybe re-read the epilogue for WaT. It's no longer just Roshar vs Retribution. It's the entire Cosmere vs Retribution. Hoid said now is Roshar's best chance to act.

I'm proposing that

  1. They continue to fight a war now that entire planets of reinforcements are coming
  2. Against a coalition that is greatly divided
  3. With many potential options for replacing Stormlight (and many resources like the Unoathed who don't even need Stormlight)
  4. While breaking a "treaty" that's largely stacked in favor of the bad guy
  5. With up to TEN Shards on their side (Ambition, Devotion, Dominion, and Virtuosity are dead)
  6. While a victory would almost certainly not destroy their world because it would end with a good guy holding the Shards

Those forces, if they came, would not just come nicely, kindly help the Rosharans and then depart peacefully.

The Rosharans would be lucky if such a force wouldn't just see Roshar as a whole as the problem. And in that case they would not just depart and return the territories they just spent blood to conquer to the natives.
