Who is running the show on Roshar?(Stormlight 5 spoilers)

Are we to understand that the Rosharians working on behalf of Retribution/Odium now? My recollection is that at the end of  The Skybreaker presumably has access to his surges? As of the end of Stormlight 5 those are only coming from Retribution, right? Or are people still able to bond Spren without his permission/control?

Everyone should still be able to bond Spren and therefore access Surges thanks to the new Oathpact. The Heralds protected the Spren from being reclaimed by Retribution. Access to Stormlight is really the only problem for Radiants right now. But there are ways around that (substituting Towerlight, for example).
