The thing was, he had a hood up, and his face was covered in grime. Plus, ideas of rebellion weren’t banned; acting violently on them were. This man was fully in his right to be here and share his thoughts, as he wasn’t proselytizing and merely answering questions.

Sandra is just walking around the market, shopping. She's keeping an eye out for that symbol. Luckily Uno isn't threatening, so she doesn't trigger her spider senses.
