Steelpushing and Planetary Cores

Okay, so hear me out.
Steelpushing follows, for the most part, Newtonian physics. Additionally, without a metallic core, it would be almost impossible for Scadrial to maintain the atmosphere it has. So why can't someone just Steelpush on, if not Scadrial's core, any planet's core?

Distance. If you recall in Book 1 (TFE) Ch 6, Vin's steellines are falling away as she walks down the street. If a nail 50m away is too far for her to push against, how would she be able to push against a planetary core ~3000km away? But there is also the matter of Perception. Do the characters (in Era 1 or 2) even know that the planet's core is/could be metallic? Would they consider it to be something against which they could push/pull?

As Treamayne said, distance is a primary factor, but there is also the fact that the covered metal is harder to push on - the steel lines that originate from metal behind or inside a wall are much thinner than if it was uncovered, and thus harder to push on. Wax could see only thin lines coming from wires inside the wall. The planet's core is buried under 6000 km of rock and magma, good luck sensing anything from it.
