We know for a fact that most Skybreakers and Dustbringers were on Odium's side during the war, so I had an interesting thought. Since the Spren are protected, could Retribution end up using the Skybreakers and Dustbringers in his new empire? Have the Skybreakers be his advanced policing force, and Dustbringers use their surges to his benefit? We know he can selectively send stormlight to the Listeners, so he could easily do so to the Radiants under him.

A day had passed since Odium’s Ascension to Retribution. He had spoken to them, via messenger. He would be in touch. For now, the listeners were allowed his Light to fuel their powers, should they wish it. The messenger also explained that they could use it to grow crops, as Stormlight had once done.

They received this Light once a day, at midnight, by placing their spheres beneath the sky and asking him to bless them.

Like TowerLight, it is likely that normal Radiants can use WarLight as well. However, like Towerlight, it will probably not hold as long or be as efficient as Stormlight (except, possibly, for Enlightened Spren Bonds).
