New Chapter Heading – Epilogue

To the best of my recollection, the face represented on the WaT Epilogue is new.

Are we to assume this is Herald Kaladin? 

That seems the most obvious answer. 

It could be the shash brand on his forehead here (hard for me to see), but I do not know why that would still be present now that it's healed? Maybe just for our identification?

Any other takes?

It's the Freedom + Bridge Four tattoo, he got it before leaving the tower. It stuck this time, likely as a result of his spiritual self finally believing he is worthy of it.

Yes, it's Herald Kaladin with Bridge Four tattoo (as mentioned by @AlmightyGir)

Follow-up question – is Brandon just choosing to show off the new icon? or how does Kaladin's presence fit thematically with that epilogue? 

Easy answer could just be using it for the postlude immediately after.

Brandon rarely does something for only one reason - so I think it is all three. He wanted us to see the icon, Kaladin becoming a Herald was the Majestic Improvisation that Wit did not know about, and this header also covers the Postlude which shows Kaladin.
