Adolin and Maya were able to bring in 9 suits of plate and blades. This means there are 10 full sets of Unoathed shard equipment. Not including the non Unoathed plate and blades how many more Unoathed shards do you think can be utilized? With the disappearance of stormlight the Unoathed will be extra imporant to helping Azir. They could also be highly desirable for Worldhoppers now that Spren can travel off world. Given the fact that most dead eyes come from the Recreance how many of them could be used to equip people to fight Retribution.

At the moment, it appears that there are 47 in all: "Noura settled at the table, as did most of the nine Unoathed—the ten including Adolin—who had taken up Shards to save Azimir. They had Blades and Plate for others to join them, thirty-seven in total." 

(Assuming the 37 is in addition to the 10 they already have. They may also have additional Blades without Plate.)

It's possible that others could join, probably former deadeyes and dead Plate spren, maybe limited to lost Blades and Plate, but it's also possible that whatever allowed those 47 to be summoned to the physical realm can't be replicated and others can't join.

Notum crossed over, too. Apparently it's easier now that Honor and Cultivation left.

Notum crossed over but not as a blade I don't think I believe you need to have been a deadeye to join the Unoathed (As a weapon).

Yes. There are lots of ex-deadeyes who were not Forgotten, like (for one) the spren who became Oathbringer. Can they now join the Unoathed? If not, why not? Not saying Brandon doesn't have an answer, just wondering.

Seems to me that at the current time the Unoathed will only be former Deadeye spren. Seems like the condition is that they understand/believe that oaths are not everything. Given that all the Recreance  Deadeyes chose to end their Nahel bonds with their Radiants. However given this line of thought it might exclude certain former Deadeye spren like Vienta who certainly did not want to and was angry with Sigzil for what he did. We might not see any Unoathed highspren either since the Skybreakers never renounced their oaths. Though I suppose Auxiliary might technically be an Unoathed now given the events of Sunlit Man. But that might not mean anything since Aux's consciousness was burned away. 

Notum is also a curious case because he is present and aware in the Physical realm without having a bond. I suspect it's either he too recognizes the strength of humans able to change their minds. Or maybe the Tukari attacking him did something to change him

Spren can vanish from the physical realm due to not being perceived. I imagine paying attention to deadeyes or giving them Biochroma (Anything that makes them more alive) can turn them into Unoathed Spren even if they are currently dead shardblades/plate.

I was wondering about Notum being aware in the physical realm—I wonder if it’s as simple as just having people in the physical realm know who he is, and being able to use them as anchors. Not bonding to Adolin, per se, but being thought of by him allowing Notum to maintain awareness more easily

The Knights of Wind and Truth epigrams by Masha-daughter-Shaliv suggest this:
