Where Does Shinovar Fit into the Contest?

Is Shinovar considered part of Odium's territories or Honor or neither?  I think that Szeth and Kaladin took care of Ishar in time but who held that capital?

Neither. Unfortunately, Taravangian used his agents in the Shin government to subjugate Shinovar while Ishar was distracted with his D&D campaign. WaT ch 145:
