We learnt in WaT that there have been Skybreaker dissenters who disagreed with Nale's leadership. Their leader, Dillid, seems to have left with some others at an unspecified point in time.

In The Lost Metal, the Ghostbloods put out a call for some special assets to help Steris in evacuating Luthadel, and people think that the people that arrive might be Skybreakers, as they seem to be able to fly and ask whether the sinking of ships is legal. But Brandon has suggested in this wob that they might not be Skybreakers as no radiants other than Hoid has gotten off Roshar by this point. 

I'm tempted to believe that the people we saw are related to these Skybreaker dissenters, which might expain why they left Roshar for some other legal calling/framework to work for. It still doesn't answer why they seem to fly but I wonder if the fact that Highspren can leave the radiant bond willingly has anything to do with it, or if the dissenters were offworld already and then when Retribution formed and spren could leave, the Highspren somehow caught up with the dissenters again, granting them powers but being what we would typical call the "Radiant Order of the Skybreakers". The whole time dilation and timeline of Mistborn Era 2 relative to WaT might scupper this though.

Any thoughts?

Are the Coinshots that helped Steris with getting people out of the flood zone, and who seemed rather concerned with whether she was following the law, actually Skybreakers?

Ah, hehehehehe. So, we'll just leave that one. So, how about this. At this point in continuity, a Skybreaker could not easily get off of Roshar. In fact, by this point in continuity, I believe (you can't hold me to this one too much) the only Radiant who's managed to get off of Roshar and maintain powers is Hoid. I believe that's the case. Hoid is weird. He also has lots of knowledge. He used a specific method to get... yeah, anyway.

Don't hold me to that, but I think by this point he is the first to get out of system. Off-world doesn't really count because you can go to Braize or Ashyn.

The continuity Brandon is talking about above is before we received the epic conclusion of Stormlight 5. It clearly shows that Hoid gets vaporized and brought back by Ulam on Scadrial before the events of The Lost Metal. We also learn in the conclusion that it was Honor and Odiums deal that Cultivation wrote that kept radiants from leaving the system. However, with Dalinar's actions, that contract is now broken and theoretically any radiant can leave the system and go to another through the Cognitive Realm. This would give plenty of time for our Skybreaker dissenters, including possibly Sigzil soon, depending on how quickly he and Aux start the nahel bond, to jump over to Scadrial and help out the Elendelers and Steris. So I think the WOB, with what the new continuity is after Wind and Truth confirms that they are indeed Skybreakers, possibly including Sigzil.

 

Edit: In The Lost Metal it is implied that these people were some of the people the Ghostbloods called to help with the evacuation. I sincerely doubt that all of the Skybreaker dissenters are Ghostbloods. I think it more likely that Kelsier knew about this large group of Worldhoppers in/near Elendel and sent a quick request for them to help this one time knowing that they probably didn't want the people of Elendel to die. This does leave us with a new rather interesting question however, if they are Skybreakers, we know they don't have stormlight anymore so how are they powering their surges?

Kel authorized the use of Dor for all Ghostbloods. TLM ch 40:
