Could *this* become a shardblade?

Could Kelsier as a shadow, without a body theoreticly become a shardblade?

if Seons could theoreticlly and Kelsier without a body is very similar to a spren, than perhaps he could too?

I don't know if it is possible but I would love to see him being swung by his ankles by one of the ghostbloods for a mission.

Yes, theoretically, per WOB.  Granted there are some qualitative differences between Spren/Seons and Cognitive Shadows, so there are likely to be complications.

Kesleir is a cognitive shadow, while Seons and Spren are splinters, which are pieces of investiturue, that  have developed sentience. Kelsier is a sentient being that has some inveture attached to keep him anchored. I'm not saying it's impossible, but I think it's highly unlikely.

Well, a cognitive shadow is just a splinter that looks like a person. Realmatictly, they're the same. Anything a splinter can do, a shadow can too. You can make Yumi or a Shade into a sword if you want to. It's not gonna grant you surgebinding,  but the other benefits should happen.
