There were stormlight scout-style badges in the last kickstarter, is that what you mean?

so with the profile pop-up you get when you hover over a name, it shows your post count, rep, and then badges. what is that about?

They're a relic and also an unimplemented feature.

I'm unsure when, or if the mods will implement them. That's a them question.

Currently no plans doesn't mean we never will! Just that we haven't talked about anything yet.

Argenti is not 100% correct; there was an old achievement system (which that old post was mentioning), but this new Badges thing is a system we could use with this new version, that is built into the site and isn't an add-on. There is a robust system to do this, we just haven't yet. Not sure when we would.
