This is What Endowment does with the Diving Breaths, and what I'm presuming Honor did in creating the Honorblades. Sure but until now the Divine Breath are a "unique case". Every kind of Splinter develop sentience (Seon, Skaze, Spren) without guidance. An "easy explaination" is that the Divine Breath had a controller, the neo-Returned. But with the Honorblade the things are not so simple. Unless (as i think) they are bond forever to the Herald also if other people may use it. Unless in 4500 years they must develop sentience.

Endowment and her Divine Breaths are a special case because this is purposeful splintering. The sentience from the seons and spren happen because they are what is left over from their Shard's consciousness. If Honor made the Honorblades before he was splintered, then he bypassed the sentience rule in the same way that Endowment did.

The Radiant Spren existed before the Honor's Death and seems that him didn't designed to be a vector to Surgebinding abilities.

We know that the "Aon inside a Seon is the Splinter" but may be the Seon as a whole a simple "body" of the Splinter ? Had We similar quotes about the Spren ? Something like "the living surge within a spren is the splinter". Because we are building ideas from 2 subjects that we had partial information of each them. During the prologue of tWotK the RK (or at least the Dustbringer) are mentioned but Honor was still alive. We don't know when Odium killed him but seems to be after the "betrayal" of the RK

Nothing comes to mind. Make [something]spren, spren bonds human, human becomes surgebinder. I see no complications.

Pattern says that sentient spren were less common at the time of the Recreance, and most were bonded. He also said the Stormfather survived. In my opinion this means most of the power became more spren and part of it was absorved by the Stormfather, who became the shadow of Tanavast. Edited November 17, 2015 by CognitivePulsePattern

My gut feeling is that only "raw" Investiture can become sentient, and the Honorblades were made for a specific purpose.

They are portion of the Shard power but not "indipendent shard power". Are quite the same difference between a (not Scadrial) rock and a Splinter of Adonalsium. They are both made of the same power but one is a "separate being" and the other is just Investiture packed together.
