The officer pulled them down moments later, pushing the bracers over his hands. They clenched down to hold the entire hand still up past the wrist, then snapped together to make a single piece.

It's more of a general area, but tempest users are unable to exploit that. It's not at all related to perception but more related to another thing called hedra that is much more complex and is too hard to explain here.

Strohger sighed

Hedra hasn't been completely developed in my head so I can't answer your questions but basically Hedra is super misunderstood.

oh yeah

Ayia was the last to emerge. "I have a Semirealm. I take it you can tell?"

"You're familiar with our customs, then?" The officer scanned her a couple times. "Ah - a Vadrulan. What were you doing in this uncharted universe?"

She didn't reply.

"Very well... are there any weapons on your person?"

"No."

The aide gave a thumbs-up to confirm.

The officer nodded, then a few moments later replied, "We've locked your Semirealm. Proceed."

Okay, I think everyone has proceeded at this point

The officers cuffed everyone in turn: regular for Strohger and Ayia, but for Allera they had to cover up to her shoulders. It took a few minutes of logistics and processing, but before long they'd collected a pair of mysterious-looking bands. They slid onto the wrists of both Shim and Variance with unnatural ease, though they didn't seem to be doing anything... yet.

"You will each be led to a seperate holding cell, which will serve as your temporary prisons until we find time to interrogate and room to put you in. Expect further questioning within a few hours, and-"

His wristband bleeped a couple times. The officer frowned as the message relayed through his earpiece.

"...I see. Well, then. As it turns out, you will all be sharing a set of rooms on the SI deck. Admiral Kalin will be interrogating you personally."

Ayia swore a little. Quietly, though.

"Why?" Strohger whispered to Ayia

"Watch your tone. I'm authorized to eliminate any prisoners who act up." The officer examined the stone. "Very distinct energy, that. Something to do with fire, yes?"

“Yes.”

Ayia didn't respond, but stepped to the front of their line as the officer led them towards the lifts.

Shim's wrists? And since Variance doesn't really have wrists...

Variance followed the group, putting in effort to keep his wrists tangible.

The bands were... strangely tight. Especially considering Variance didn't really have wrists in the first place.

They were led into the lift, escorted by two officers and four armed guards. Maybe Ayia would've been able to take them all like this - hell, not even 'maybe' - but there was only so far she'd get with the others behind her. They'd all get gunned down eventually.

[So is strohger the only one able to use his powers?]

When his wrists are tangible, any amount of tightness he feels is just a reflection of how tight they actually are. Also, please don't try and say that this somehow binds him physically.

Also I still need to know how you somehow extrapolated Shim having wrists

They... kind of do? Not effectively, at least. They're an all-purpose model, which means they can be easily broken out of - it'll take Beorin awhile before they can engineer something that can actually contain Variance
