It can't give off any sort of signature. For all intents and purposes, it does not exist at the moment.

The officer looked to Strohger. "Care to explain?"

Does this refer to tempest? If strohger isn't using it, it ends up just being air. Like normal air. And even then there isn't an energy signature, since the fourth is completely invisible, intangible and undetectable.

Maybe the flags could be detected but there isn't anything strohger can do about that

...my perception of Magic Systems as a concept is pretty much baked into my psyche. Presumably in a universe where the laws of physics apply, then doing things with Magic would require energy of some sort - otherwise you'd have energy created from nothing, which would ultimately lead to the universe expoding itself.

This is also how magic tends to work in literature anyway. Wizards and stuff can only cast magic as long as they can continuously put energy into it, so they get tired over time (examples: AtLA, She-Ra) or otherwise just take note of how much Aura/Ki/Hamon/Chakra/Stormlight/Mana/etc. they have left, which they have to work around.

The way the tempest and all other mutables are set up is that "you can use all the power you want, but there will be consequences". The consequences are normally really bad (reality breaking) and drive people away from them, but since there is no magic system enforcing the consequences here, King's folly magic can be used much more liberally. It doesn't really come from a place, more that it uses things that already exist, and are mostly infinite 

There are limitations but no 'mana' limitations. For instance, strohger can only affect marked air but he can affect it at any time, place, etc

Strohger's power connects him to the air he touches by using the omnipresent fourth

I would say the two most limiting factors is:

1. Ownership of Air: since air has to have an invisible marker on it to use it, only one marker can be on at a time, meaning another tempest user cannot use the air that isn't theirs. And they can't mark the air either. This is normally the most limiting factor of air, as on the planet where Tempest users originate from, nearly all air is claimed, meaning newer tempest users can't have much of an influence without leaving the planet.

2. Marking of Air: you have to touch air in order to use it. Self explanatory

3. The presence of natural Consequence: typically, when you use your power you attract the attention of the elsepower (option a) which hunts you down or the Otherside leaks through and causes tears in reality. Using tempest excessively causes these things to happen.

So how exactly does Air Ownership work if there's no clear boundary for claiming it? You said that most of the air on Strohger's home planet is claimed, but if you can claim any area of unclaimed air, then shouldn't it all just belong to the guy who got it first?

Correct me if I'm wrong, but I thought you said earlier that the Tempest users don't have to touch every molecule - something to do with air being a kind of "idea" rather than just a collection of particles.

The officer pulled them down moments later, pushing the bracers over his hands. They clenched down to hold the entire hand still up past the wrist, then snapped together to make a single piece.
