So what are the instances of 16 in the Cosmere? The three I know of are:

1. The Shards
2. Allomancy
3. Biochromatic Breath (Hexadecimal?)

2. Not just Allomancy, 16 is the number of basic metals used in all three metal arts. And Mists were snapping 16% of exposed.

Hexadecimal is used as a way of recording color, hexadecimal is base 16. Probably not deliberate though.

There are many different ways of recording color, like RBG, that isn't based on 16.

Color has also Cosmere importance, like color in gems on Roshar is important, it's not just on Nalthis and with Breaths.

The significance of the number 16 outside of the Cosmere may reveal a little inside the Cosmere.

The number 16 is associated with wholeness. 16 Shards that together once made up Adonalsium who was essentially all Investiture combined.

This kind of stuff is why people argue over whether there could be a 17th Shard :) in the Cosmere but the weird coincidences that BS is so fond of don't seem to match (yet).
