When they are becoming the Vessel of a Shard, this is kind of what's happening. So it's a theoretically possible thing, but it would be basically indistinguishable from just picking it up.

Is it possible to make an artificial shard? And not in an easy manner but if one had the resources and time could they make one?

I'm not sure what an artificial shard would be. You'd be using the power from Adonalsium to do it--so it wouldn't be 'artificial,' by cosmere terms. You'd just be collecting power. The question becomes if you gather enough of it, would it combine back together--which is a RAFO in the world. Nobody knows.

Functionally that is what Harmony is (obviously 2 full shards is a large scale of this, but still), so yes.

Whose investiture? All investiture in Cosmere is associated with an Shard, and therefore has an Intent. So whatever investiture you are picking up, you will become a shard that already exists if it doesn't have a Vessel. If you are picking up investiture from 2 different sources, you will be a Shard with two Shards - like Harmony is.

One thing to note here, I think Brandon has slowly brought in the idea of non-Shardic aligned Investiture with the Aethers and Dawnshards.

Dawnshards and aethers both predate the Shattering, and the rules don't apply to them.
