So Invention is 'positive' change.

Whimsy is random change. Cultivation is controlled change. Ruin is breaking stuff down. Therefore, there should be a shard about building things up.

Ruin could change things. However, he also had the whole "kill everything" vibe going on, so he needed Preservation to to stop that. Think of Preservation + Ruin as Preservation + (Kill everything + change things). Preservation and kill everything cancel out, leaving change things.

Preservation could not make make a planet on his own. He needed Ruin for that. They are called gods of nature because they're both invested in Roshar so that their tones have become part of the planet. Science is not natural, it is about discovering the nature of the world in a controlled way.

The problem with anarchy is that the people who don't do anarchy will win against those who do. Take Roshar for example. If a group of Singers decided to throw off the oppressive rule of the Fused to live peacefully, they would be unable to do so unless they either ran away like the Listeners (a temporary solution at best) or had the military might to force everyone to leave them alone. How do they get a military like that? Well, they'd have to have a governing body with the power to make that army. And that army has to have food, and weapons, and training, and housing. In order to produce weapons and supplies more efficiently, you need roads and infrastructure. And to get infrastructure, you need to money. In order to get money, you need to give someone the authority to tax people. And in order to tax people fairly, you need... So basically, unless you've got a weapon that can keep non-anarchists away from you, anarchy won't work. And the easiest way to get that weapon is normally to make a government. Now, Shards could change that. If you've got a Shard on your side, or some incredibly powerful magic user, you could hold off your enemies and live happily in anarchy. Until another shard shows up. Or the non-anarchists figure out how to counter your magic.

What makes Preservation: making sure stuff doesn't change, fit better than Invention: making new things? Also, how does Cultivation: making stuff grow in a controlled way, fit better into natural than Whimsy: doing whatever you want.

I don't think Preservation fits with change. the actual intent of Preservation seems to be stasis, not Preservation. In SH when Fuzz was at his weakest, he liked TLR because he didn't change, even though TLR was killing people. He could have tried to change things in order to Preserve the Skaa better, but he didn't want to. Ruin was destruction, but that was largely due to Ati's interpretation of the Shard's intent. once Sazed got the shard, he interpreted it more towards simple entropy. I think Invention is likely a better fit for the 'change' Dawnshard, and Preservation would be a better fit for the 'give' Dawnshard.

I take that WoB as meaning that silver is useful for things like Shades and the aethers, but people on Scadrial haven't found that out. It doesn't say that it has uses that are specific to Scadrial.
