The message could be selected based on the nature of a person's spirit web, but speculating on the mechanic of how a message is chosen might be pointless. If you want to call it an answering machine it might be like automated support line with the message receiver being a button press of 1, 2, or 3.

I'll repeat that this might not be what is happening, but the circumstances are suspect and worth getting a WOB.

We know that Dalinar is told the same thing each vision, but as far as I can find there are no accounts of what others are told by Honor's voice in the visions. It seems likely that Queen Fen is told the same words Dalinar was, but it isn't out of the question that they're different. And the presentation of the scene has made me suspicious, what with the Stormfather saying the visions have flexibility by design and shortly after Dalinar assumes what Fen is being told.

People and things can still go on and off planets. There are parallels with red eyes and ambition in the Set. Use for silver (beyond electrum) on Scadrial is compelling, particularly since Brandon had plans for silver before pewter needed to change from silver to tin.

I don't know why you assume they have to be on Threnody to obtain spent silver. Trell is an outside influence and worldhoppers still have access to Scadrial.
