"Hasn't been approved" probably means that the admins haven't checked your art for inappropriate content.

The Honorblade wiki page says that the identity and location of the 10th blade are unknown but I'm pretty sure that somewhere in Lift's interlude Nin began to glow, which means he drew in Stormlight, shouldn't this confirm that Nin carries the final Honorblade?
