I believe they signify the number of posts that you've made. You have 730 (a lot) of posts, so you get 4 dots. 

I only have 162 posts (wow!) so I have three dots.

I believe they have a direct correlation to the number of posts you've made.

I believe it's one dot for 10-49 posts, two for 50-99 posts, three for 100-499 posts, four for 500-999 posts and five for 1,000 or more posts

The extent of the feature is just that you get more pips, or I can set a particular group icon, like staff have.

Are pips the dots?

Pips refer to small countable things but is most often used in reference to the dots on dice. "The dice seemed to be spinning in his head, and there was no knowing what pips would show when they landed."

 

It is also very acceptable, nay encouraged, that horses be called Pips. But, I doubt Chaos is giving away horses for the number of posts you make (at least I haven't received mine yet if that is the case).

I did, I got the Fourth Horse just two days ago. You probably forgot to send your address to Chaos. On another subject, My first three horses are named Harmony, Rysn, and Kaloo. What should my Newest Horse be called?

Other than with dice, it's not very commonly used. It only entered my vocabulary because of Wheel of Time
