We know it exists and it's the kind of thing he'd do. Also, he'd probably be both amazed at the potential of Soulcasting and aghast at the dangers of upsetting an economy by misusing that power. Last thought, Cosmere Scrooge would need to seriously update his Money Bin's security systems to be able to deal with Investiture-based intrusion attempts.
