So twice in RoW there seems to be people who have their emotions Rioted

Shallan: “ ‘Tell me’, she said finding an unexpected hunger within...”

Taravangian: “ Tarvangian felt something push through his fear, his pain. An emotion he’d never thought to feel himself. Bravery.

Bravery surged through him, so powerfully he could not help but move...”

Okay, so I think this is Mraise Rioting emotions with his Aviar

Shallan we ‘obviously’ see him       
 

Taravangian we know that mraise is in the army so he could possibly have a way in after he dealt  with lift in the tower 

so the question is...Why

By shallan it’s again obvious, he’s trying to get her to go to shadesmar 

By taravangian it’s not so simple.  GBs just made a deal with rayse so why would they help in a endeavor to kill him?

so the answer is that rayse never agreed. He was to shortsited to see that life light was valuable and rejected the GBs and the GBs retaliated by letting a more sensible man become Odium someone that knew the value of Lifelight... Taravangian

Mraize doesn’t need his Aviar to riot; Kell could have just given the GBs allomancy medallions.

And why assume it was Mraize influencing Taravangian in the warcamps? Leaving aside the GBs not wanting an Odium victory, it’s far more likely that Cultivation was the influencer here. Even if it was a GB, they have many members aside from Mraize. It could be someone else entirely - if that’s even what this is.

Taravangian didn't put his compassionate-days self in stressful situations, so it was surprising to see the bravery he felt when subjected to this one. He wasn't rioted, he was just surprised.

I think Brandon was just highlighting the benefits of the other side of Cultivation's gift to Taravangian. Big T's biggest problem with Cultivation's gift was assuming the big-smarty days were the gift and tossing aside the big-feely ones. Cultivation probably meant for his time dealing with the big emotions to have prepared him to fight the worst of the Shard Odium's calls for destruction and retribution. Instead, he just sat in a room and cried on his "dumb" days.

People can experience big swings in emotion without there being a rioter nearby. Especially if they have extreme mental health conditions or have had their mental and emotional states altered by gods.
