Wyndle is talking about manifesting their minds fully in shadesmar. The more skillfully you do this the longer they last (and the more fully they are able to express themselves maybe). Shallan does this in OB with several items.

We don't really know, presumably it's same/similar to what we saw in Secret History, possibly that's also how spren get goods from the Physical Realm into the Cognitive Realm. I don't know if we should count what Shallan does with the beads as quite the same thing, we see Jasnah do the same in WoR. I'd say that's a function of their shared Surge.
