An independent Head Surgemaster wouldn't (necessarily) be a Dalinar-like Bondsmith who was the overall leader of the Knights Radiant, either. We are talking about a training school, so it should be someone more gifted in, and oriented towards, administration and pedagogy, which Dalinar is not. Maybe a rotating term of office among the ten Surgemasters, as I could easily see that serving as the Chair would be something a lot of active KRs would try to avoid instead of seek after.

I think being called something like the Surgemaster of Gravitation sounds awful, though. It'd be better to correlate each of the ten Surges with one of the ten numbers/Essences (they basically line up that way already), and call the Surgemaster of Gravitation "Jesmaster", of Regrowth "Vevmaster", and so on.

I personally would not orginize it like that at all.  Who teaches the fundamentals of armed and unarmed combat for example.  What about scholarship?  Many Radiants also are involved in art, diplomacy and science.  Not every Windrunner is going to be a soldier and some Lightweavers will want to be able to kick your butt as apposed to doing art.  Instead it should probably be organized more like a normal collage with both potential and current Radiants taking classes in a verity of subjects and skills.  Their may be some order specific classes but that would be no different from higher level course requirements.

Maybe at the start of a term, every person chooses an order and stays close to the Head Radiant of that order in the school and that starts them into squireship(?) since it seems that's how it works, and general lessons are taken with everyone else while order-specific lessons are taken with the Head Radiant?

Shouldn't they have a year or two to figure out what order they want to be part of?

I guess, but since it has been shown that people become squires after already some time with a Radiant, I figured it needed to be decided with plenty of time. I could be wrong though, do we know how much time has passed since the start of the series?

about 8 months if I remember correctly.

Then maybe a year before choosing and a year after? They're at war so they'd probably want to keep it short.
