I know odium doesn’t want his intent changed. But If harmony is around to say, see cultivation get shattered by odium, why can’t he take up the power? Is it a connection thing? Why do you say they can't? As I recall, it is said they could, but the only one who has had an opportunity to do so is Odium, who as you pointed out doesn't want to change. They can, as that's more or less what happened when creating Harmony. However doing so means having to hold/tame multiple Intents, and that can be difficult per Harmony, and changes the host which is why Odium is uninterested. The other big thing is that the other shards would have to be nearby enough to do it, but they mostly settled on separate planets and the more they Invest in a place the harder and/or more catastrophic it becomes for them to leave. There's also the matter of their apparent non-intervention pact; if one of them started going around collecting shards, it would run the risk of prompting a response from the rest, possibly even more than just going around killing them.
