I imagine that he does create new Fused when the opportunity arises. The issue is that he would need a singer that is worth making into a Fused, and who is willing.

Judging from what happened with Kelsier and Preservation, the process of becoming a cognitive shadow is voluntary, so Rayse would need volunteers.

He is playing the long game remember he has to kill another 9 shards after wining on Roshar.

Shades probably are not offered the opportunity since there is no Shard there to offer it and people killed by shades become shades like in a zombie story.  They seem like an exception. Like some horrible cosmic accident from the planet getting showered with Ambition/Odium investiture during the fight in space between the two where Ambition was killed and Odium was wounded.
