Who is the certain character on Scandrial? Would Kandra be considered this? He specified a character and not a species

Kelsier is revealed to be a Cognitive Shadow, and continues to mess around and interfere through the Cognitive Realm even though era 2.

Cognitive Shadows are basically ghosts. Returned, Heralds or Threnodian Shades are all examples of Cognitive Shadows.

Brandon does refer to specific character (as RShara and Apollyon explained) but it's possible there are more Cognitive Shadows on Scadrial than this one.
