I think these 3 agents have the closest association to water;

Reshi Isles

Patji: An island, contains Patji's Eye.

Pits of Eltania: Red Team's clues notwithstanding, there are a couple of associations to water; the survivor's treasure was located in a pool of water and to quote the CM the pits contained "a large body of churning water".

Elendel Basin: the word basin is associated with water.

Unyielding Fidelity: the ocean is a very distinct part but of course there is no water..
