Normal horses struggle to carry the weight of someone in shardplate, I don't have access to my copies of the books ATM but I believe there are more than one reference to this fact in the series so far. If memory serves Dalinar accidentally breaks the back of the horse he is riding in one of the flashbacks in OB.
