[OB] Venli in the storm

During Venli's interlude between sections 2 & 3, when she is in the Everstorm and the fused is trying to take her over a voice says "YES, CHOOSE ANOTHER. THIS ONE IS MINE."

I don't think it is clarified who the voice belongs to. The obvious answer is Odium, but considering how Venli's arc plays out, are there any other thoughts out there? It sounds a bit like when Syl speaks up for Kaladin at the end of Words of Radiance to me.

I interpreted that as Odium choosing her to be the envoy. If it was Timbre I doubt they would have listened, and I don't think Timbre would want to reveal himself.

Honestly at the first I thought it was Timbre. But actually it's more plausible it was Odium to preserve her as Envoy.
If it was an enemy, the Fused would simply report her and she will be killed....but if the boss stops you, you accept it and don't create trouble

I thought for sure it was Odium on my first read, but as I go back, knowing the end, it seems open to me. 
I can't remember off the top of my head if Odium speaks to her directly later. 

Another thought I had was that it was the stormfather, but I don't know how that would even work in the middle of an everstorm.

Man I read this wrong completely if it was Odium. I thought the voice was the envoy spren telling the fused spren they were already claiming her but on second thought does not seem like a fused spren would yield to an envoy so must have been Odium.
