Podman
So, Ruin can directly control armies of spiked at a time, if they have enough spikes. Could Odium or other Shards do the same?
0 Yezrien
We've seen Ruin do this. (The Koloss in HoA) Hemalurgy is Ruin's own magic system, so this ability might be unavailable to other Shards. But since we don't fully understand what Shards are capable of, it's impossible to say for sure. Any shard can apparently produce a godmetal, which might interfere with the normal rules of hemalurgy. 0 The One Who Connects he/him
Odium can do something similar to the Parshendi, as his Spren have this "hole" in them that he can access, in the same vein that Hemalurgic Spikes leave cracks in the soul that Ruin seeps into. It's still a hole in the soul that the Shard is sneaking into, so I wouldn't think it unreasonable that they could access each of those, but I don't think we know for sure yet.
