I suspect that won't be achieved anytime soon. 1. Spren are wary of trusting the Radiants, specially those more of Honor. The few spren a bit more organized in the bonding are from Cultivation (or so it seems). 2. Superstition everywhere, often making not very good candidates 3. Proto-radiants have no clue what to do, what is going on, or where to go for guidance. In fact, it wouldn't be surprising if spren start eventually mass bonding only for 90% of the proto-radiants to get stuck at oath 1 or 2. 4. I don't think we will approach that number in this time around mostly for the reasons you listed, but I would suspect that by the end of the series we will have several members of each order, perhaps even dozens of each (except of course the Bondsmiths). No real way to know at this point.
