I believe you could do that, IF you also mutated the beaver with spikes so it was very intelligent. Otherwise there is only one other way it could be an evil beaver overlord. They have a block separating their Cognitive aspect from integrating properly with the physical, and spikes bypass that. The spike doesn't grant them intelligence directly, it just fixes a problem that TLR built into them.

No it's the Kandras' minds, the spikes are what allow the Kandras' to be controlled.
