Here's something I've been wondering about for a while.

In BoM, is Kelsier the Sovereign Allik talks about who saves them and teaches them the medallions? Or the Lord Ruler somehow? And if it was Kelsier, how did he get the Bands?

Yep, that's Kelsier.

The Bands are not actually the Bands of Mourning. The original Bands of Mourning were ripped off TLR by Vin and then atium sold by Elend.

These Bands (let's say: Survivor's Spearhead) were crafted by Kelsier and are not actually Bands of Mourning, it's just that everyone thought those are the Bands of Mouring.

Has it been 100% confirmed it is Kelsier? I thought everything pointed at it but without the final nail in the coffin, which kept things at 99% sure.

I don't think there's a WoB or an outright confirmation on it but it's rather heavily implied at this point.

I'm pretty sure the memory Wax gets out of that medallion confirms it. 

The scars, the Southern Scadrians freezing, "survive" 

Considering the state of the southerners in that memory, it seems to be a precursor to the introduction of the firesoul medallions, heavily implying Kelsier as the Sovereign.

Before SH in AU, there is a note saying that the story contains spoilers for BoM. So I think it mostly proves that it os Kelsier there, otherwise I can't see what spoiler it's warning against.

Kelsier fought against Moiraine? How did an Aes Sedai even reach the Cognitive Realm? Was this after she went through the twisted doorway ter'angreal?

The Sovereign definitely is not TLR.

In Secret History we see how Rashek passes on to the Beyond, so he cannot be the Sovereign in BoM

Reading the BoM the first time (before SH was released), when I read the command "Survive", I thought "wait, what is Kelsier doing here, I thought he was dead". Usually going with my first impression/feeling turns out to be right. The Sovereign is either Kelsier or a Kandra impersonating him (as far as I know his bones should still be available?).
