Shallan is a Lightweaver, whose abilities are Transformation (soulcasting) and Illumination (lightweacing). However, I was confused because it seems that Shallan can also visit Shadesmar (The Cognitive Realm), and has done so on a few occasions. This is the ability of Transformation, which belongs to the Order of Elsecallers, which is what Jasnah Kholin is.  Does Shallan really have all three abilities? And would that make her both a Lightweaver AND an Elsecaller?

The surge of transformation is soulcasting. It's the surge Jasnah and Shallan share. 

Edit: if you meant Transportation, both surges access Shadesmar. So Lightweavers, Elsecallers, and Willshapers can all access Shadesmar directly, Elsecallers are just best at it because they have both.

Shallan cannot enter fully Shadesmar. What she does is more of astral projection. Meanwhile Elsecallers can fully step into Cognitive Realm; we don't know whether it's due to them having both Surges related to accessing Shadesmar or it's just Transportation thing (in that case Willshapers should also be able to fully enter Shadesmar).

I agree. The only instance we've seen of anyone fully entering Shadesmar is Jasnah after the assassin's strike. This seems to be reasonably linked to Transportation, so I imagine Willshapers will be able to do it too, but I guess we have to wait and see. 

All I meant earlier was that the primary way we've seen Shallan access Shadesmar is via Transformation.

As to the other orders that were inferior in this visiting of the far realm of spren, the Elsecallers were prodigiously benevolent, allowing others as auxiliary to their visits and interactions; though they did never relinquish their place as prime liaisons with the great ones of the spren; and the Lightweavers and Willshapers both also had an affinity to the same, though neither were the true masters of that realm. WoR Chapter 53 epigraph [perfection]

all surgebinder have some affinity to the cognitive realm. the first time kaladin use the gravitation surge had a glimpse of shadesmar, elsecallers have the strongest bond, lightweaver and willshaper still have an important affinity
