Is a sleepless a bunch of cremlings controlled by an outside (cognitive) entity or is it a bunch of cremling like things each with a part of a mind that all combine to form full sentience?

Not 100% sure, but I think the implication is that each Sleepless would appear as a single entity in the cognitive realm.

I imagine Arclo as an octopus. (Bear with me.) The main body is "submerged" in the cognitive realm, but he has lots of little tentacles reaching above the surface, into the physical. To us, here on the physical, it looks like each tentacle is an independent creature, because we can't see where they all meet.

Brandon mentioned that individual Dysians are 'immortal' as long as they have enough hordelings alive to maintain their personality. Said personality must be distributed in some way because that WoB implies that they lose/create individual hordelins constantly without it being a problem (elsewhere he likens this to humans losing and replacing cells in our body) and Arclo specifically mentions that he can create hordelings specializing in retaining memories if he finds his mind getting full, so there's a definite physical component.

This made me laugh a bit bc when I did I bit or research my Mind seemed to seize on the idea that they were Cthuluesque tentacle gods in the cognitive realm made up all these trembling marbles.....

So Cognitively you imagine they look like Yog-Sothoth? Mental note: If I ever visit Roshar, never peek at Shadesmar when there's a cremling around, just in case.
