Ah, now I remember I had a comment about that speculation, which was that musing about the utility of such a policy in his private notebook was not the same as implementing the policy as the Lord Mistborn, because clearly he did not do so: the knowledge and practice of hemalurgy was not, in fact, promulgated during or since his reign. 1
