I think they are widely divergent in appearance and age (I can look for documentation of this). 3. Ten is a lot of children, and not all children end up being compliant and exemplary. 4. ShallanKaladin references a Proving Day (below), which I think was where the Heralds were chosen, implying some sort of contest or selection process. Does any of this seem wrong? Do you need more? That's both a crazy idea and very plausible. A grand tournament, with the winners being chosen to be granted abilities beyond their wildest dreams in exchange for swearing the Oathpact to protect Roshar.
