Not sure this can even be considered a theory anymore as of Edgedancer, but we know that

1. Ishar encouraged the other Heralds to abandon the Oathpact and abandon Taln

2. Ishar gave Nalan false information regarding the Everstorm that led Nalan to continue to slaughter Surgebinders.

3.  "One is almost certainly a traitor to the others."  ~Book of the 2nd Desk Drawer: Paragraph 27 (the other epigraphs from the "book of the second desk drawer" discuss the Unmade, but this one is supposedly 12 paragraphs away from those epigraphs which could indicate a change of topic)

This would destroy my idea of Ishar as the fake-god in Axies's interlude.

Anyway, we saw that the Heralds are something wrong...it's possible that Ishar's wrong made him change faction. Just we have to know if he is a traitor now or if he is a trailor already in the last Desolation...but to be honest I don't think he is a long term betrayal, He really believed that leave Taln as only prisoner would be a good thing.
