Sliver. Slivers are people who have held the power of a Shard (or a large portion of it), but no longer do*. Splinters are "pieces" of power that have attained consciousness, but have never been alive.

 

* The requirement that a Sliver must lose the power before they get called "Sliver" has always smelled fishy to me...

Do You mean splinter or sliver I am confused about what you are saying there?

 

<huge forehead slap> I bow my head in shame for that stunning display of foolishosity. :(   Every use of splinter in my previous post should have been sliver.  I have edited accordingly.

My reason for calling TLR a full shard while he held the power of the well is based on this quote:

If you hold all the power that makes you a Shard, but the Lord Ruler held a little bit of it and then let it go. From then on they referred to that change in him—the residue, what was left—as a Sliver. When he held it he became the Shard for a short time, and Vin was a Shard for a short time. After Vin gave up the power, what Kelsier is at the end of the trilogy—that's a Sliver of Adonalsium.

There are some conflicting ideas. Holding all the power makes you a shard, but holding a little bit of it for a short time also makes you a shard. I am left to believe that holding the power of a Shardpool allows you to become a temporary co-shard with whoever has the permanent investiture. So TLR and Leras were both Shards of Preservation at the same time, but once the energy of the well is consumed TLR is left a Sliver.
