He had to go into hiding to escape revenges, and he hid in the skaa underground thieves. We get one of his pows in the well of ascension where he also mention he ddid all that was within his allomantic power to make sure the members of the group were loial to each other, because "he had seen what infighting could do to a family". He became a thief, and one that could live with a relatively high standard of living, at that. Joining Kelsier to overthrow the final empire came much, much later in life.In short, it wasn't one decision. It was a series of decisions that led to an odd outcome for someone from his background.
